Usually when a user right clicks on the start button he can select Open, Explore or Find commands. Use this restriction to remove these commands and secure your desktop. This option disables the commands Open and Explore for all folders as well.

Option affects the whole PC. This option usually removes the whole top part of the menu. On some Windows versions it removes the whole menu. Reboot your PC to activate or deactivate this option.
